§ Mr. MACPHERSONEvery intending visitor to the British front is required to sign an undertaking not to deliver an address to troops on any subject without first obtaining the consent of the senior officer present, and in no circumstances to deliver a political or electioneering speech to troops. I have no knowledge of the incident to which my hon. Friend refers beyond what is stated in the Press cutting which he has sent me.
