WASONasked the Secretary for Scotland if his attention has been called to the case of a kelp burner in Orkney who, after toiling for months dragging seaweed beyond reach of high tide, is now likely to lose all his time and labour and to be prevented reaping his harvest; and whether, in view of the value of kelp, the Board of Agriculture will obtain exemption until the early summer?
