§ Mr. MACPHERSON: I regret I can add nothing to the answer which I gave my hon. and gallant Friend the Member for Southampton on the 29th October. M hon. Friend will realise that there are financial and other administrative difficulties in the way of frequent readjustment of the relative rates of promotion, but there is every reason to hope that matters will readjust themselves in the future.
