asked the President of the Board of Education whether the expression in Section 38 (2) of the Education Bill of last Session, "the net expenditure of the authority recognised by the Board of Education as expenditure in aid of which Parliamentary grants should be made to the authority," includes expenditure that may be made on buildings and interest on and repayment of debts incurred by the local education authority, or the school boards who were their predecessors, in respect of land or buildings for schools?

It does not include expenditure on buildings out of loans; it includes the annual charges on loans and may include expenditure on buildings, if instead of being met out of loans, such expenditure is borne in the revenue account of the year.
