§ Lord R. CECILI have seen a report in the Press regarding a speech in the Bavarian Chamber by Count Presing to the effect mentioned. He, however, is not the Bavarian Finance Minister. The Bavarian Finance Minister, Herr von Breunig, later urged that indemnities should be exacted from the enemy if possible.
