§ Mr. ROCHasked the President of the Board of Trade whether a person having 496W had granted to him a licence for a certain quantity of petrol per month and purchasing that quantity but who, for reasons of economy, does not use the whole of the quantity of petrol to which he is entitled per month, but uses it frugally and thereby acquires a surplus stock for use in any following month or months, is to be considered a hoarder and punished for his economy?
