§ Mr. HAYES FISHERI have been asked to answer this question. If application for exemption is made to a tribunal, it is competent to the tribunal to impose a condition that the man should join the Volunteer Force if, on the merits of the case, they consider this resonable. It is open to the man to appeal from a decision of the local tribunal to the Appeal Tribunal; it is also open to him to apply for a variation of his certificate.
