§ Dr. MACNAMARAIf the loss were accidental, no charge would be made; but if it were due to negligence, the officer or rating responsible is liable for the value of the article lost? There may, however, in very exceptional cases, be circumstances connected with the loss which would justify the remission of the whole or a portion of the value.
