§ Mr. BALDWINVery few copies of Halleck's "International Law" have been supplied to any Departments of the Public Service other than naval libraries. Since August., 1914, about 200 copies of this work have been furnished to naval officers' libraries. The Stationery Office is guided by the opinion of the Department requiring books on technical subjects in regard to the selection of the authority whose works are supplied.
