§ Mr. HAYES FISHERWhen the Bill which was introduced in another place on behalf of the Lord President of the Council reached this House it was held that some of the Clauses infringed the privileges of the House, and that as a consequence it could not make further progress. I hope, however, that it may be possible to introduce a similar Bill into the House when the House reassembles after the Recess.
