§ Mr. G. ROBERTSThe Minister of National Service is responsible for the general policy to be followed in the use of man power. The Employment Exchanges of the Ministry of Labour have been used throughout the War for supplying labour for purposes of national importance, and they have been adopted as the executive machinery through which the various schemes for the voluntary enrolment of labour have been put into operation.
