Mr. SNOWDEN

asked the Home Secretary whether his attention has been called to the refusal of Mr. Green, sitting at Tottenham on 9th April, to sign a woman's declaration of objection to vaccination; and whether he will make it known to justices of the peace that they have no power to refuse to witness such declarations?
