Colonel F. HALLasked the Under-Secretary of State for War whether the time of men serving in the Army transferring to the Navy is counted either for proficiency pay, pension, or promotion; and, if not, whether the Government will bring in a measure to do away with this condition?
§ Mr. FORSTERIn the case of a man transferred from the Navy to the Army previous service in the Navy does not count for proficiency pay, but would count for pension. Promotion does not depend on length of service, but on efficiency and capacity. Such transfers are rare, and I do not think that legislation is necessary.
