§ Mr. NEEDHAMasked the Secretary of State for Foreign Affairs whether there has been an agreement made recently between the United States of America and Japan which recognises special interests of Japan in China; and whether he can make a statement on the subject?
Mr. BALFOURThe answer is in the affirmative. The text of the Notes exchanged between Mr. Lansing, the United States Secretary of State, and Baron Ishii, Special Ambassador of Japan in America, with reference to the policy of the United States and Japan in regard to China was published in the "Times" of the 7th instant. Beyond the fact that the text of these Notes has been communicated officially to His Majesty's Government by the United States Government, no statement seems to be necessary, and it is with great satisfaction that we have noted this evidence of the good feeling and mutual understanding which unites our two Allies.
