asked the Minister of Munitions whether he is aware that Sir William Clegg, the chairman of the Sheffield tribunal, is refusing to give workmen leaving certificates in cases where men have given their legal week's notice to leave their employment and served the six weeks' penalty period; if he is aware that such is against the Munitions Act; and if he intends taking any action in the matter?
