asked the Financial Secretary to the War Office whether recent War Office contracts for Army shirts have included a new clause under which contractors are requested to pack shirts in strong paper parcels of ten, each parcel to contain one size only; if so, whether the parcels after delivery to the Royal Army Clothing Department have to be opened for examination; whether, after being so examined, they are rewrapped or otherwise; and what is the reason for the departure from the previous practice of the department made at a time of alleged special scarcity of paper?

The clause to which my hon. Friend refers is not new, but has been in existence for the last two years. The question how far paper packing can be discontinued is being considered.
