Friend will no doubt recognise that it would not be desirable to make public full particulars of the steps which are being taken to utilise the available man-power of the Colonial Possessions other than the self-governing Dominions. But for general information upon this point I would invite his attention to the answer which I gave on the 19th February to a question asked by the hon. and gallant Member for the Melton Division.
