§ Mr. CHAMBERLAINI would refer my hon. Friend to the reply given to the hon.234W Member for Bury on the 11th July last, and shall be glad to obtain for him a set of the Papers mentioned if he so desires. The whole question of the improvement of cotton cultivation in India is now under consideration.
