§ Mr. GINNELLasked the Secretary of State for Foreign Affairs whether he will state the reasons for the delay in holding the Conference of Representatives of all the Allied Governments which the Russian Provisional Government consider urgent; and if he can mention a probable date for the holding of such a Conference?
