asked the Undersecretary of State for War what is the-precise nature of the appointment in the Northern Command now held by Lieutenant-Colonel H. Delmé Ratcliffe, who was stated on the 28th February last to have been removed from the command of the 12th Battalion Royal Welsh Fusiliers because of his conduct in dealing with the matter of Second-Lieutenant Barratt; and, in view of the announcement that this officer was not to receive a staff appointment but would be sent to France, he will say who is responsible for the subsequent appointment?

This officer is still only fit for home service and cannot be sent to France. He is attached to a district in the Northern Command, but holds no definite appointment
