§ Mr. CURRIEasked the Chancellor of the Exchequer whether his attention has been drawn to the difficulty in which a War Loan holder is placed who loses his certificate owing to the requirement of the Bank of England in exacting not only the payment of a fee, which is reasonable enough in the circumstances, but a banker's indemnity; and whether, in view of the difficulty of obtaining such an indemnity, some scheme will be devised whereby, on reasonable terms, the Bank of England or the Treasury itself could underwrite the risk involved?
