§ Mr. FARRELLasked the Chief Secretary for Ireland when the repayment of the full capitation allowance to Irish asylums will be resumed; whether he is aware that the present payments have for years past imposed a loss on the contributing counties to each asylum; whether he is aware that the liquor restrictions mean a further loss in this respect; and whether there is any other course available from which to give the full capitation Grant?
