asked the Financial Secretary to the War Office whether his attention has been called to Army Council Instruction No 5, dated 2nd January, 1917, regarding spare-time employment of soldiers; and whether the financial instructions and the restrictions therein laid down, whereby 4½d. only for three hours' work remains after the prescribed deduc- tions have been made from a man's earnings, are calculated to deter the soldier from employing his spare time in agricultural work, and also to throw much unnecessary clerical labour on the officer commanding the unit and the Army pay offices, as well as needless expenditure in postage, paper, etc.?
