Mr. BALFOURI have no exact information regarding the date of publication of the Austrian Red Book. It appears, however, from references in the German Press that it was published in the second week of October last. I do not know of any official publications by any of the Allied Governments on the subject.

Mr. BALFOURWe have no information leading us to suppose that the state of war now existing between Roumania on the one side and Germany and Turkey on the other was preceded by a formal declaration of war. I do not think it desirable in the public interest to reply to the last part of the question.
