§ Sir EDWARD CARSONThe answer to this question depends on what my hon. and gallant Friend means by "dispatches." Dispatches dealing with the major naval operations of the War are published from time to time, but it would not be in the public interests to treat in the same manner secret letters which are sent by the Commanders-in-Chief to the Admiralty, as they necessarily contain information which would be of much value to the enemy.
