asked the Under-Secretary of State for War whether, seeing that the Secretary of State for India with the concurrence of the Army Council has approved of a timetable for substantive promotion of officers in the Indian Army under which a captain of fifteen years becomes a major and a lieutenant of four years becomes a captain, he will consider the case of those officers of the Regular Cavalry in the British Army who are still captains with fifteen years' service?
