asked the Secretary to the Board of Trade whether he is aware that since he replied, on a recent occasion, to a request made to him by the United Kingdom Federation of Newsagents, who requested him to receive a deputation on the matter of unsold remainders of newspapers, in which reply he stated that the Royal Commission on Paper was responsible for the administration of the Order dealing with the matter and not the Board of Trade, the federation has applied to the Royal Commission on Paper for permission to send a deputation to that body, and the Royal Commission on Paper has replied to the application by saying that the decision on the matter does not rest with the Royal Commission on Paper but with the Board of Trade; and whether, in view of this reply from the Royal Commission on Paper, he will now consent to receive a deputation from the United Kingdom Federation of Newsagents?

The Board of Trade, as at present advised by the Royal Commission on Paper, do not propose to issue a compulsory Order prohibiting the sale of newspapers on the terms known as "sale or return," so that it will not be necessary to trouble the federation to send a deputation on the subject.
