Mr. GINNELL

asked the Chief Secretary for Ireland, in view of the fact that fishing permits are issued in Ireland to persons recommended by the Department of Agriculture and that the Admiralty know nothing of the case of Mr. Maurice O'Connell, of Cahirciveen, whether he will now state the grounds upon which the Department withholds its recommendation in this case, thus depriving Mr. O'Connell of his means of living by the lawful industry of fishing with his boat the "St. Fiacra," in which his money and industry are invested; and whether the necessary document will now be issued for the opening fishing season?
