asked the President of the Board of Education if he will state the total amount expended on elementary education out of rates and taxes, respectively, in the years 1902–3, 1907–8, and 1915–16, or latest available year; and what was the average numbers in attendance in each of those years, and the percentage of increase or decrease in the cost of elementary education and in numbers, and the same particulars with regard to secondary education for each of the periods named?
