asked the Secretary of State for War whether there is a general complaint that promotion among Territorial officers who have not volunteered for service abroad and amongst officers of the Army whose service has been entirely at home has been much more rapid than that of officers who have been at the front a considerable time; and whether he will state the reason for this difference?
