asked the First Lord of the Admiralty, in view of the fact that the approximate percentage of the permanent officers of the engineering branch promoted from the lower deck is fifty-two, and the approximate percentage of the permanent officers of the accountant branch promoted from the lower deck is ten, whether their Lordships will not further increase the number of promotions from the lower deck in the accountant branch, so as to provide proportionate opportunities for advancement to the ratings in the latter branch?

No advantage can result from a comparison between the engineer and the accountant branches in this matter, as the requirements of the two branches are so dissimilar. It is not proposed to make further promotions to warrant writer at present, as requirements do not call for them.
