§ Mr. HUGH LAWasked the Secretary of State for War whether his attention has been called to the case of No. 29908 Private John Mulherrin, 3rd Inniskilling Fusiliers; whether he is aware that Mulherrin received permission to lodge a late appeal with the Glasgow Tribunal and that such appeal was lodged on the 4th 'September; that before the appeal was heard Mulherrin was arrested as a deserter, fined, and handed over to the military authorities; that on the appeal coming on for hearing the tribunal dismissed the appeal on the ground that, where a man was already in the Army, a claim for exemption could not be entertained without permission of the Army 1020W Council; whether such permission is required by statute or otherwise; and, if so, whether it will be given?
