§ Mr. CURRIEasked the Comptroller of the Household, as representing the National Health Insurance Commissioners, whether, in view of the emphasis laid by the Report of the investigation committee upon the facts that when the Insurance Act was passed the prospect was held out to insurers that they would receive a direct benefit from the wisdom of their choice of a society, and that, in the view of the committee, the insurance scheme as a whole cannot possibly be said to satisfy the usual requirements of a flat-rate system, it is intended to introduce further legislation?
