asked the Under-Secretary of State for War whether attested married men, who were rejected after 14th August, 1915 and are, apparently, to be exempted until 1st August, 1916, are in a position to appeal for exemption at any time between 1st and 31st August, 1916, or must they appeal when their groups are called up?

Attested married men are in the Reserve from the moment at which they attest. Unless they have obtained exemption from service they are liable to be called up on due notice. The remainder of the question does not appear to apply to attested married men.
