§ Mr. CHAMBERLAINThe petitioner has been informed that his memorial will be considered when it is submitted in the proper way. It is impossible for the Secretary of State in Council to act on memorials of the kind submitted by persons direct to him until he has received a report from the authorities. The rules laying down the procedure in such cases are well understood in India.
