asked the Secretary of State for India under what law young Indians, sons of parents of good repute, coming to this country for study are now denied credentials for that purpose, which have hitherto been issued without question, unless the subsistence money supplied to them from home is sent through the India Office; when and for what reason this rule was adopted; and to what extent, if at all, the consent of Indian parents was obtained before the rule was put in force?
