Mr. SAMUELThe answer to the first portion of the question is in the affirmative. No exception is made in Dublin in cases where deaths of ordinary citizens or others have been caused by bullet wounds, but during the progress of the late rebellion it was manifestly impossible to carry out the usual procedure.
