§ Dr. ADDISONBetween 300 and 400 persons were invited to the conference at Manchester, which has been described in1126W certain quarters as a secret inquiry. It is not possible to give within the limits of an answer the names of all the persons invited, but they included representatives of the military authorities, of the local civil authorities, and of the leading employers and trades councils within the area of the inquiry. The invitations were issued on the 13th November and the following days.
