asked the Under-Secretary of State for War if regimental officers on active service abroad are ever promoted for merit or distinguished service over those senior to them, or if seniority has always or almost always been the qualification for promotion; and will he take steps to ensure that, for the good of the Army, merit and distinguished services should lead to promotion?

I am informed that regimental officers constantly get such promotion, and that any number of examples may be found by a perusal of the Army List.
