asked the Prime Minister whether this country has, by any treaty, convention, or other instrument, any authority to interfere in the internal affairs of the Russian Empire; and, if not, whether he will abstain from answering questions regarding Russian Jews with which His Majesty's Government, as such, has no concern?

My right hon. Friend has asked me to reply to this question. The answer to the first part of the question is in the negative. With regard to the second part, I do not know to what the hon. Member refers, but I see no reason why questions relating to Russian Jews in this country should not be answered in the usual way.
