asked the Sectary to the Admiralty whether in accordance with Regulation all officers on the emergency list promoted after they have been placed on that list receive the full pay of the higher rank; and whether it is a correct interpretation of the Regulation to say that this pay should be according to seniority, and a lieutenant-commander of no seniority draws 13s. per diem while one of over four years draws 15s. per diem?

The reply to the first part of the question is in the affirmative. The reply to the second part of the question is also in the affirmative, but subject to the reservation that an officer on the emergency list does not count time spent in civil life for increase of full pay. In other words, for all rates above the minimum the rate is governed not by seniorty, but by employment on full pay.
