Mr. SAMUELThe answer to the first part of the question is in the affirmative; and the answer to the second part is also in the affirmative, but, of course, I can consider only those facts which are relevant to the question before me, namely, whether or not the particular individual ought to be interned for the purpose of securing the public safety or the defence of the realm.
