asked the Secretary of State for War whether he is aware that the only newsagent in Mickleover has written to the War Office no fewer than four times, thrice supplying full particulars of the papers he wishes to forward to America and Simla, and is still without information; and whether he can explain the delay and confusion in dealing with applicants for permission to forward printed matter to the countries governed by the Regulations which came into force on the 1st July, 1916?
