asked the Under-Secretary of State for War whether he is aware that the third-line Territorial battalions are under the command of majors who are doing the work of lieutenant-colonels, whereas the command of both first and second-line battalions is that of lieutenant-colonels; whether the duties and responsibilities are the same in each case and, if so, what is the reason for the distinction in the grade of commanding officers?
