Mr. GILHOOLY

asked the Under-Secretary for War whether he can explain why the contract for the works now being executed at Bere Island, Bantry Bay, was not given to the local contractor, who was prepared to accept lower prices than were given to the present contractor; whether the local contractor had in the past erected several fortifications and other works on Bere Island and given satisfaction in all his contracts with the Government; and whether he was prepared to enter into an agreement as to quality of the works now being executed and time for the completion under a penalty?
