§ Mr. C. ROBERTSIt has not been the practice hitherto to exempt from Customs822W Duty parcels sent to soldiers serving in India. The rate of duty is low, and it is not considered that present circumstances call for an exceptional exemption, which would, moreover, be very difficult to work.
