§ Mr. TENNANTIn placing advertisements for recruits for particular branches of the Service, those newspapers are used which appeal to the special class it is desired to reach. Advertisements making general appeals for recruits are placed in those papers which have the largest circulation amongst the recruiting classes, and which it is thought will produce the best results. The particular services which a paper may have rendered to recruiting are not necessarily a factor in either case.
