asked the Minister of Munitions whether steel and other material sent to Woolwich Arsenal is not passed for payment until being used up, and no certification for payment is permitted until such user; and whether, seeing that this system entails loss upon suppliers of goods who in many instances are not paid until twelve months or longer after delivery, he proposes to take any action in the matter?

I am afraid that my hon. Friend has been misinformed. Steel or other material supplied to the Arsenal is certified for payment on passing inspection and not, as suggested, until after it has been taken into use.
