§ Mr. WARDLEasked the President of the Board of Trade whether, in view of the present working arrangement with the various railway companies, some steps can be taken to make full use of all privately owned wagons instead of these wagons having to be taken back empty to their place of origin, and thus help to reduce the congestion in railway sidings and goods yards that is alleged to be the cause of delay in transit of necessary commodities?
Mr. RUNCIMANI am informed that, in the opinion of the Railway Executive Committee, it is very doubtful whether the adoption of such a step at the present moment would relieve congestion, if indeed it did not actually increase it?
