§ Mr. DOUGLAS HALLasked the Prime Minister, if it is according to instructions that Custom House officials, when demanding letters at Home ports from passengers arriving in England for purposes of censorship, place no official stamp or other notification on such letters to show that they have been opened by the Censor, and return the letter to the passenger conveying it without re-closing it in any way; and, if so, will he cause instructions to be given that Customs officers, or others, performing this censorship shall, when opening a letter, stamp the same and re-seal it before handing it back to the passenger who may be conveying it?
